The City of Grand Terrace currently owns 4.78 acres next to the Grand Terrace Town Square Center. The City's Barton Road Specific Plan goal is to consolidate parcels and allow shoppers easy ingress and egress to new retail opportunities. Therefore the City would look favorably on a development proposal that combines Town Square vacant Pads (3 of the 6 that are adjacent to the City's property) with City-owned property. The City's overall goal is to increase retail opportunities in the Grand Terrace Town Square to capture retail sales leakage.
The City is willing to incentivize developers that bring retailers to the community that add value and reduce its retail sales leakage. The City is interested in partnering with developers with a history of placing national retailers in local shopping centers like the Grand Terrace Town Square Center.
The overall performance of existing merchants in the Grand Terrace Town Square Center indicates that the Center's current retail offerings are serving the Greater Urban Area of Grand Terrace (55,000 population base). In addition, over 28,000 vehicles pass the Center on a daily basis. The Grand Terrace Town Square Center, at build out, will offer a safe and cost-effective alternative for residents in the metropolitan region to acquire daily household goods. Expansion of the Grand Terrace Town Square Center will offer consumers in the Greater Urban Area of Grand Terrace a convenient local alternative to their regular locations in Riverside, Redlands or Ontario/Rancho Cucamonga.
The City has also secured signalized access to its property at Canal Street and Barton Road. The signalized intersection has been redesigned with additional lanes to accommodate traffic demands from new development. The City's circulation plan also anticipates an additional right turn ingress and egress component fronting Barton Road.
Proposals should include:
- Letters of intent (potential retailers)
- History of past development projects
- Detailed proposal for City property (4.78 acres) or 4.78 + Stater Bros (2 acres) adjacent to City property. Stater Bros. has valued their property at $2,000,000 (City is willing to work with developer and Stater Bros. to offer incentives for larger development.
- Projects must include at least two retail pads fronting Barton Road
- Due to the debt of these lots, the City will entertain mixed-use proposals and splitting parcels into commercial lots on Barton Road. (A minimum of two, 230 ft. deep commercial lots fronting Barton Rd) and residential development off Reed St.
- The Barton Rd. Specific Plan does allow for Freeway signage for this Project.
